It is understood that the watershed management area promoted by China-Singapore eco-environmental protection has reached 127,000 square kilometers, benefiting more than 100 million people. General Manager Peng Zengliang is an expert leader in comprehensive river basin management. In the interview, the reporter first asked him to talk about “dredging” and “ecology” – a view that is often recognized as a “contradictory body” by the outside world.

Peng Zengliang said that dredging itself is accompanied by ecological attributes, and they are not contradictory. For example, from the perspective of watershed management, there is a serious situation of water and soil loss in the upper reaches, and it is possible to form sediments in lakes and reservoirs, which will lead to a series of environmental problems. This requires dredging to expand the storage capacity and improve the environment. The development of the economy will inevitably cause some pollution and it will be difficult to overcome. Nowadays, the better developed European and American developed countries and we only have the difference in time. Nowadays, we are entering the window of ecological civilization construction, and we need to dredge the industry to contribute wisdom and strength. Among them, the treatment of black and odorous water is the best example. An important point in the treatment of black and odorous water is the treatment of contaminated sediment. The sediment dredging project is a good example of the characteristics of “ecology”: the micro-environment created in time, the ecological, harmless and reduced application of sediment. In the coastal zone, the dredging industry is also committed to researching human beings without affecting the ecology and the ecological environment that does not affect the ocean. Peng Zengliang said that in the new era, there is a higher demand for development methods, which also gives more meaning to dredging, and "ecological dredging" is undoubtedly one of them.

In addition to the support of “ecological dredging”, the comprehensive management of river basins is also extremely important.
Peng Zengliang said that the so-called basin is a river-centered area surrounded by watersheds. It is a natural area that is complete, independent and holistic from the source to the estuary. The basin is a community of life composed of landscapes, lakes, lakes and grasses, and is a unique natural resource. The natural attributes of the basin break through the traditional administrative divisions and boundaries. It is a composite system with hierarchical structure and overall function. It not only constitutes the resource foundation of social and economic development, but also the common problem of many water problems and ecological problems. Since the “Eleventh Five-Year Plan”, a series of governance work has been carried out in key domestic river basins, and the ecological environment has continued to improve, but the results have not been stable. River basin governance often goes into the strange circle of “governance and pollution”, which does not cure the problem and has poor effects. The river basin governance faces considerable pressure and challenges.




He focused on introducing to the reporter the comprehensive river basin management system of “four views, ten sides and two always, eight rivers basin”. Four views, namely: watershed view, natural view, system view and holistic view. Peng Zengliang said that comprehensive watershed management should take into account all aspects of water, such as the ecological space control of water. In some countries with more advanced concepts, we can find that certain ecological spaces on both sides of the water body are strictly protected.
