Responding to future challenges and pursuing innovative development of sustainable dredging--An interview with Bao Qifan, Dean of the International Shipping Logistics Research Institute of East China Normal University

The United Nations decided to officially launch the 2030 Agenda for Sustainable Development on January 1, 2016. This agenda includes three dimensions of achieving social, economic and environmental sustainability. The dredging industry is undoubtedly future-oriented. An important force in the construction of infrastructure covered by the various levels. In the face of complex and diverse influences, the industry needs to maximize its own characteristics and advantages for the benefit of society and people's livelihood.
At the 22nd World Dredging Conference, he served as the vice president of Shanghai Port Group. He is currently the dean of the International Shipping Logistics Research Institute of East China Normal University and Professor Bao Qifan made a wonderful report and accepted an interview with the reporter. For the future of the dredging industry, Professor Bao gave high hopes.

He used to be the vice president of Shanghai Port Group. He is currently the dean and professor of the International Shipping Logistics Research Institute of East China Normal University.

Dredging is the pioneer of the implementation of the “Belt and Road Initiative” initiative

The national model worker has started to sail – this worker who started from the docks and insisted on innovation with extraordinary perseverance, used the fruits of innovative labor to “liberate” the dock workers and made special contributions to the development of port productivity, and realized the development of the port. The heart, and the dredging industry closely related to the port, naturally has a friendly relationship. For this World Dredging Conference, Bao Qifan gave a very high evaluation. He said that globalization is becoming a consensus, and the dredging industry is also facing transformation and upgrading. During this critical period, the global dredging industry elites gathered together. Very meaningful things, the "Shanghai Consensus" reached is a guide for the future development of the industry's innovation and green.
The dredging industry is actually the port leader. Bao Qifan said in an interview that all the ports involved in the Maritime Silk Road are ports. In order to develop the port, the channel must be smooth, and the dredging industry plays the role of this “opening pioneer”.

Bao Qifan said that the “Belt and Road” has brought great development opportunities to the development of the dredging industry. As trade develops, more and more goods are shipped to the world through waterways. Among the top ten container ports in the world, China accounts for seven. Today, we have excellent starting points. However, for example, in the countries along the “Belt and Road” in Africa, the development of their ports and waterways is relatively lagging behind. Under this opportunity, the dredging industry has also sailed abroad through the “Belt and Road” ship. I believe that with the passage of time, the influence of Chinese dredging on the international community will be greater and greater, contributing to the local community. There will be more and more.

Pursue the best combination of ecology and development

“I think the value of the dredging industry itself is to promote ecological construction and promote green development.” Bao Qifan said, “Some unreasonable dredging projects that existed for a long time ago have caused damage to ecology and nature. This cannot be attributed to dredging and not environmental protection. Rather, we have not really made the industry the best and stronger. Nowadays, we are stepping up efforts to promote the construction of ecological civilization. The work to be done in China’s dredging industry is Find the best combination between development and ecology."
Bao Qifan said that the dredging industry has developed at a high speed in the past. Some large projects have been carried out. With the changes of the times, the large port projects have gradually ended. The large-scale prevalence of land reclamation is slowly slowing down. The industry should have a clear judgment on this. To realize the transformation of the industry, we must also take the road of ecological protection. In fact, it is indispensable. "Only development, no consideration of protection, development until the environment is broken, is equal to white development."

Bao Qifan introduced that nowadays the dredging industry has participated in many comprehensive river basin management projects, such as the Weihe River Basin and the Yongding River Basin. These are vivid examples of the combination of industry development and ecology.

Respond to future challenges and make contemporary contributions

The 22nd World Dredging Conference was held in beautiful Shanghai. Bao Qifan has deep feelings for this hot land. "I am not a direct participant in the dredging industry, but I have a close relationship with the dredging. During the last six or seven years, I have been involved in the study of dredged soil. In Hengsha Island."
The last small island in the Yangtze River estuary is not Changxing Island but Hengsha Island. Its location advantage is obvious. The original island of Hengsha is about 50 square kilometers. After the ecological land formation, a total of 480 square kilometers of land can be added to form a water coastline of more than 100 kilometers. Bao Qifan said: "The two largest navigational channels on the north and south sides of the new Hengsha are close to the Yangtze River estuary. The east side directly faces the deep water area of the outer sea. Just like the 'dragon tongue' of the Yangtze River leading to the sea, there are many conditions for construction. The container berth will be built in Shanghai Deepwater New Port with a water depth of more than 20 meters, which will find a new path for the construction of Shanghai International Shipping Center."

"The situation in Hengsha is different from all other port cities. We are not surrounded by the sea, not the land reclamation, but a service that nature gives to Shanghai. It is caused by the continuous rushing of the Yangtze River estuary. This land." Bao Qifan said, "Sparse the soil, where to go? A considerable amount or 70% of the dredged soil is wasted, and these are precious resources. Our current work, what we do The research is to use it all and pile it up in Hengsha, making it a new land for development in Shanghai. This is completely different from the land reclamation."

This idea has been greatly supported by the dredging industry. During the five-year period, the dredging industry has added 56 square kilometers of land to Shanghai. Today, this land is full of vitality.
Innovative green dredging projects will undoubtedly make a huge contribution to the community. Bao Qifan said that in the past, we have carried out a large number of dredging projects. In this new era, the industry should not only pay attention to "quantity", but also pay attention to "quality" and carry out high-quality dredging projects, thus completing the "big country" The transformation of “drugging the country”.
